Meta Ads Campaign Structure for 2026: A Simple Setup That Scales

Meta Ads Campaign Structure for 2026: A Simple Setup That Scales

The best Meta ads campaign structure in 2026 is simpler than most accounts you will see. For most Australian ecommerce brands it is one Advantage+ sales campaign for scaling, one small testing campaign for new creative, and clean pixel and Conversions API tracking underneath both.

Meta's delivery system now does the audience finding for you. Your job is to give it fewer, bigger ad sets, plenty of different creative and accurate purchase data.

Key takeaways

  • Consolidate. Fewer campaigns and ad sets means more conversions per ad set, which helps each one exit the learning phase.
  • Use Advantage+ sales campaigns as your main scaling campaign. They replaced Advantage+ shopping campaigns in 2025 and 2026.
  • Go broad. Creative now does most of the targeting work. Use audience suggestions, not hard limits.
  • Use campaign budget (CBO) to scale and ad set budgets (ABO) or Meta's creative testing tool to test.
  • On Shopify, set data sharing to Maximum so the pixel and Conversions API both send purchase data.
  • Know your attribution setting. Since March 2026, click-through only counts link clicks.

What changed in Meta ads for 2026

Three changes shape how you should build campaigns now. If your account was set up before 2025, it is probably built for a system that no longer exists.

Advantage+ sales campaigns replaced Advantage+ shopping

Meta merged its separate manual and Advantage+ shopping setups into one flow. According to Meta's developer documentation, a sales campaign enters the Advantage+ state when it uses Advantage+ campaign budget, Advantage+ audience and Advantage+ placements.

Turn any of those three off and the campaign becomes a regular manual sales campaign. The same documentation confirms the old existing customer budget cap was deprecated along with the legacy shopping campaign type.

Andromeda changed how ads are matched to people

Andromeda is the system Meta uses to pick which ads are even considered for each person. Meta's engineering team describes it as the retrieval stage that narrows tens of millions of ad candidates down to a few thousand.

The practical effect: your creative tells Meta who the ad is for. Ten near-identical ads give the system very little to work with. Ten different ideas give it ten ways to find buyers.

Attribution got stricter

Meta narrowed click-through attribution to link clicks only. More on what that means for your reporting below.

The recommended Meta ads campaign structure

Here is the structure we start most Shopify brands on. It works from modest budgets up to large ones, because you scale by adding budget and creative, not campaigns.

Campaign Job Budget type What goes in it
Advantage+ sales (scaling) Most of your sales Campaign budget 1 to 3 ad sets, broad audience, your proven ads plus fresh winners
Creative testing Find new winners Ad set budgets or the creative testing tool One ad set per new concept, or tests inside the scaling campaign
Retention or catalogue (optional) Past buyers and big catalogues Campaign budget Only once the first two are working and you have the volume

That is it. No separate campaigns for every interest, lookalike, age group or placement. Each split divides your conversions and slows learning.

If you want this built and managed for you, our Meta ads management service starts with exactly this structure.

How to set up an Advantage+ sales campaign

Create a new campaign with the Sales objective, then check each of these settings.

  1. Budget: set it at campaign level (Advantage+ campaign budget) with Highest volume or a cost per result goal.
  2. Conversion event: optimise for Purchase. Only drop to Add to cart or Initiate checkout if you cannot get enough purchases to exit learning.
  3. Audience: use Advantage+ audience. Add past buyers or engaged visitors as suggestions if you like, but do not restrict delivery to them.
  4. Location and age: Australia, and only add an age minimum if you legally need one (alcohol, for example).
  5. Placements: leave Advantage+ placements on. Use account level exclusions for brand safety instead of ad set exclusions.
  6. Ads: load a mix of formats and concepts, not small variations of one ad.

What about existing customers?

The old existing customer budget cap is gone. If you want to control spend on past buyers, the cleanest option is a separate ad set that excludes your customer list, so you can see new customer results on their own.

Keep the customer list fresh. A Shopify customer list synced through the Facebook & Instagram app or your email platform beats a one-off upload.

Consolidation and broad targeting: why fewer ad sets win

Each ad set needs enough conversions to learn. Meta's long-standing guidance is that an ad set needs around 50 optimisation events in a week to exit the learning phase.

In its 2026 peak season guidance, reported by PPC Land, Meta said ad sets under roughly 50 weekly conversions ran about 28% more expensive per purchase in its own analysis. Meta also gave a simple formula to work out how many ad sets your budget can carry:

Total weekly budget ÷ (cost per result × 50) = the most ad sets your budget can support.

Example: a $3500 weekly budget with a $35 cost per purchase supports two ad sets. If your account has eight, every one of them is starved.

What broad targeting looks like in practice

  • Country set to Australia (or the states you ship to).
  • No interest stacks, no narrow lookalikes as hard limits.
  • Creative that calls out the buyer: "For mums who hate school lunch prep" does targeting work an interest never could.
  • Exclusions only where they matter, such as recent purchasers for a one-off product.

CBO vs ABO: which budget setting to use

CBO (now called Advantage+ campaign budget) puts one budget on the campaign. Meta then moves that budget between ad sets in real time, towards wherever it finds the best results.

ABO puts a fixed budget on each ad set, so every ad set spends what you tell it to.

CBO (campaign budget) ABO (ad set budget)
Best for Scaling proven ads Testing new concepts
Control Meta decides the split You decide the split
Risk New ads may get little spend Spend goes to losers until you act
Required for Advantage+ Yes No

If you use CBO but need a guardrail, Meta lets you set ad set minimum spend targets and spend caps. Use them sparingly, because every limit takes a decision away from the system.

Testing vs scaling: keep them separate

Your scaling campaign should be boring. You add budget, you add proven ads, and you leave it alone.

All the experimenting happens elsewhere, so a bad test never resets learning on the campaign paying your bills.

How the testing side works

  • Use an ABO testing campaign with one ad set per concept, or Meta's built-in creative testing tool inside your existing campaign.
  • Meta's tool lets you test two to five ads with an even budget split, and Meta recommends giving tests no more than 20% of the budget (source).
  • Judge on cost per purchase first, then ROAS, then early signals like click-through rate.
  • Move winners into the scaling campaign as new ads. Do not switch the test ad set off and on repeatedly.

We cover the full process in our creative testing guide, and it is built into every Facebook and Instagram ads plan we run.

How to scale without breaking learning

  • Raise budgets in steady steps rather than doubling overnight.
  • Batch your changes. Meta's 2026 guidance suggests grouping edits so you trigger one learning phase instead of five.
  • Add new ads to an existing ad set rather than building a fresh campaign for every new idea.
  • Give a change a full week before you judge it.

Budget guidance in principle

There is no correct budget for every brand, but there is a correct way to think about it. Work backwards from your cost per purchase.

  1. Find your realistic cost per purchase (from past data, or your break-even CPA if you are new).
  2. Multiply by 50 to get the weekly spend one ad set needs to learn properly.
  3. If your budget is below that, run one ad set, or optimise for a higher volume event until purchases build up.
  4. Keep a smaller, fixed share for testing so fresh creative is always coming through.

A small budget spread across many ad sets is the most common reason we see Meta accounts underperform. If you want a second opinion on yours, ask us for a free quote.

Pixel, Conversions API and event setup on Shopify

Structure only works if Meta sees your sales. On Shopify, the Facebook & Instagram app handles both the browser pixel and the server-side Conversions API.

Set up data sharing

  1. In Shopify admin, go to Sales channels, then Facebook & Instagram.
  2. Open Settings, then Data sharing settings.
  3. Turn on customer data sharing and choose Maximum.
  4. Connect the correct pixel (the one your ad account optimises for).
  5. Update your privacy policy to explain the data you share.

Shopify's help centre explains that Standard uses the pixel only, which ad blockers can stop, while Enhanced and Maximum add the Conversions API. Maximum is the level kept up to date with Meta's latest ad technology.

Check the events

Shopify sends PageView, ViewContent, Search, AddToCart, InitiateCheckout, AddPaymentInfo and Purchase. In Events Manager, confirm each one appears from both the browser and the server.

  • Deduplication: Meta matches browser and server events using the same event name and event ID, within 48 hours, and keeps one (Meta docs).
  • Event Match Quality: Meta scores each server event out of 10. Sending more customer details (email, phone, name) helps (Conversions API best practices).
  • No doubles: remove any old hard-coded pixel or third-party app firing the same Purchase event.

Attribution settings: what to choose and how to read them

Your attribution setting decides which conversions Meta counts and optimises for. The default is 7-day click and 1-day view, and for most ecommerce brands that is the right place to start.

In March 2026 Meta announced that click-through attribution for website conversions would count link clicks only. As Search Engine Land reported, conversions after likes, shares and saves now sit under a renamed engage-through attribution, and the engaged-view video threshold dropped from 10 seconds to 5.

How to use this

  • Keep one attribution setting across campaigns so you compare like with like.
  • Use the Compare attribution settings columns to see click, engage and view conversions separately.
  • Reconcile Meta's numbers against Shopify revenue monthly. Neither will match perfectly, but the trend should agree.
  • If your click-through numbers dipped in early 2026, check whether it was this change before you blame the ads.

Common Meta campaign structure mistakes

  • One campaign per audience, product or placement.
  • Testing new creative inside the scaling campaign with constant edits.
  • Optimising for Purchase on a budget that can only buy a handful a week.
  • Standard data sharing on Shopify, so ad blockers hide sales.
  • Judging a campaign after two days.
  • Uploading many versions of the same ad and calling it variety.

Strong campaigns also lean on what happens after the click. Pairing Meta with Klaviyo email flows means the buyers you pay for keep coming back.

FAQs

How many campaigns should a Meta ads account have?

Most ecommerce brands need two: one Advantage+ sales campaign for scaling and one testing campaign. Add a retention or catalogue campaign only when you have the budget and conversion volume to support it.

Are Advantage+ shopping campaigns still available?

No. Meta replaced them with Advantage+ sales campaigns. A sales campaign is in the Advantage+ state when it uses Advantage+ campaign budget, Advantage+ audience and Advantage+ placements.

Should I use CBO or ABO on Meta?

Use CBO (Advantage+ campaign budget) to scale proven ads, because Meta moves budget to the best ad sets in real time. Use ABO or Meta's creative testing tool when you need each new concept to get a fair share of spend.

Is interest targeting dead on Facebook ads?

Not dead, but it is rarely needed. With Advantage+ audience, interests act as suggestions rather than limits, and your creative does most of the targeting by showing who the product is for.

What data sharing level should I use on Shopify?

Choose Maximum in the Facebook & Instagram app. It sends events through both the Meta pixel and the Conversions API, so sales still reach Meta when a browser blocks the pixel.

What attribution setting should I use for Meta ads?

Start with the default of 7-day click and 1-day view, keep it consistent across campaigns and compare it with Shopify revenue each month. Since March 2026, click-through only counts link clicks.
